Basic Assessment Application Process for the Proposed Construction and Operation of a Green Hydrogen Production Plant and Fuelling Facility Along the N3 Highway.

This project includes the proposed construction and operation of a green hydrogen production and fuelling facility to be situated along the N3 highway. As one of South Africa’s key transport nodes, the N3 Toll Route links the international Port of Durban with the country’s interior provinces and specifically, South Africa’s economic hub, Gauteng. As such the route carries a heavy traffic load and especially in terms of heavy-duty vehicle (HDV) freight services. Transport is one of the most emission-intensive sectors for both climate and air pollutants. Emissions from the transport sector in South Africa account for 10.8% of the country’s total Greenhouse Gas (GHG) emissions.

Transitioning heavy-duty vehicles (HDV) to green hydrogen would deliver a large reduction in GHG emissions. The project is situated along the N3 highway and therefore ideally located for the establishment of one of the first hydrogen production and fuelling facilities in South Africa.

SPOOR’s involvement included the management of the Basic Assessment Application Process as well as the specialist visual impact assessment. The project was granted authorization by the competent authority and the Applicant is currently exploring the renewable energy generation options for the project.
